We are representing a Digital Infrastructure EPC in looking for a sharp, hands-on Cost Control Manager / Quantity Surveyor to be based in Japan to keep our construction projects financially on track from first estimate to final handover. You’ll be the financial backbone of the project team — turning drawings into numbers, risks into plans, and budgets into reality. Your work ensures we deliver on time, on spec, and on budget.
Key Responsibilities
- Estimates & Take-offs: Build precise, data-driven cost estimates. Perform detailed quantity take-offs from plans and specs for materials, labor, and equipment using tools like CostX, RSMeans, Primavera, or advanced Excel models.
- Budget & Cost Planning: Partner with project stakeholders to develop cost plans and budgets that align with commercial goals and project scope.
- Tender Management: Run the full tendering process end-to-end — from documentation and bidder evaluation to cost analysis and recommendations that deliver value for money.
- Live Cost Control: Track project spend through the entire lifecycle. Monitor variances, forecast cash flow, and implement corrective actions to stay within approved budgets.
- Value Engineering: Spot cost-saving opportunities and propose alternative methods or materials that maintain quality while improving the bottom line.
- Change Management: Assess cost impact of design changes and contract variations. Prepare change orders and updated estimates quickly and accurately.
- Reporting & Risk: Deliver clear, timely cost reports — budget forecasts, variance analysis, cash flow projections. Identify potential cost risks early and build mitigation strategies.
- Compliance & Audits: Conduct periodic cost audits to ensure adherence to control procedures, contract terms, and industry standards.
Key Requirements:
- Experience: Minimum 8 years in cost control, quantity surveying, or project controls within construction.
- Technical Mastery: Strong grasp of cost control principles and methodologies.
- Proven record of managing complex construction costs effectively.
- Tools: Proficient with industry-standard estimating software — CostX, RSMeans, Primavera, Excel. You use them to drive accuracy, not just paperwork.
- Construction IQ: Solid understanding of materials, methods, and processes. You can read plans and specs and translate them into real-world costs.
- Financial Acumen: Skilled at interpreting financial data, spotting trends, and turning numbers into insights for decision-making.
- Communication: Clear written and verbal skills in Japanese and English. You collaborate seamlessly with project teams, contractors, suppliers, and clients.
- Mindset: Analytical problem-solver with meticulous attention to detail. You catch discrepancies others miss and resolve cost-related issues decisively.
