As M&E Manager, you will own all Mechanical & Electrical delivery for our office fit-out projects. You are the technical authority who turns design intent into safe, compliant, high-performing workplaces. Key Responsibilities
Design Leadership
- Lead all M&E design development for office fit-out projects, from concept and DD through to IFC.
Collaborate with architects, interior designers, and consultants to deliver integrated, buildable, and value-engineered solutions.
- Review and approve M&E drawings, calculations, specifications, and shop drawings.
- Ensure designs meet BCA, SCDF, EMA, PUB, SS 530/SS 553, CP 10, and all relevant codes and Green Mark requirements.
Procurement & Commercial
- Develop M&E tender packages, evaluate bids, and lead technical negotiations with vendors and specialist subcontractors.
- Drive value engineering without compromising performance, safety, or client experience.
- Manage M&E budgets, variations, and cost control in partnership with the QS/Commercial team.
Construction & Delivery
- Lead on-site M&E execution across multiple concurrent fit-out projects.
- Manage specialist contractors for ACMV, electrical, ELV, fire protection, plumbing, and BMS/AV systems.
- Enforce quality control, safety, and progress tracking. Own QA/QC inspections, method statements, and risk assessments.
- Chair M&E coordination meetings and resolve clashes with ID, structural, and base-build teams.
Testing, Commissioning & Handover
- Define and govern the M&E testing and commissioning program: pre-commissioning, functional performance testing, and IST.
- Witness and sign off T&C for all M&E systems to ensure zero-defect delivery.
- Ensure smooth handover to clients and FM teams, including O&M manuals, as-built drawings, training, and permits.
- Own defects management through DLP and ensure client satisfaction at practical completion.
Team & Stakeholder Management
- Be the single point of accountability for M&E across the business.
- Mentor junior engineers and site supervisors. Build capability and best practice across the team.
- Manage key relationships with clients, building landlords, MCSTs, QP consultants, and authorities for submissions and inspections.
- Drive a safety-first culture and ensure full compliance with WSH regulations.

Key Experience
- 8+ years in M&E engineering within commercial office fit-out, design & build, or interior contracting in Singapore.
- Proven track record delivering multiple concurrent projects from $500k to $5M+ in M&E value.
- Strong working knowledge of Singapore base-build constraints, landlord requirements, and fast-track fit-out delivery.
- Degree in Mechanical, Electrical, or Building Services Engineering.
- Deep expertise across ACMV, LV electrical, lighting, ELV, fire protection, plumbing & sanitary, and BMS/AV systems.
- Familiar with Green Mark, WELL, and sustainable office design practices.
- Proficient in AutoCAD and Revit. BIM coordination experience is a strong plus.
- Commercially astute with strong negotiation and budgeting skills.
- Excellent communicator who can influence clients, consultants, and subcontractors.
- High ownership, calm under pressure, and obsessed with quality and deadlines.
- PE or LEW license is an advantage but not mandatory.
