We are working closely with a global PMC consultancy to look for a Quality Manager who will be the standard-bearer for quality across a mission-critical data center program in Johor, acting on behalf of a leading hyperscale cloud provider. You’ll work embedded within the PMC team to ensure every phase — from design review through construction, commissioning, and handover — meets the uncompromising quality, safety, and compliance expectations of a global hyperscaler.

This is not a box-ticking role. You’ll drive a culture of “right first time” across multiple stakeholders, influence trade contractors, and protect our client’s brand through operational excellence.


Key Responsibilities
Quality Strategy & Systems
- Develop, implement, and maintain the Project Quality Plan, ITPs, and quality procedures aligned with client, PMC, and ISO 9001 requirements.
- Establish quality KPIs and dashboards. Report trends, NCRs, and CARs to senior PMC and client leadership weekly.
- Site Execution & Surveillance
- Lead site quality surveillance across civil, structural, architectural, MEP, and CSA packages. Conduct audits, inspections, and quality walks.
- Review method statements, material submittals, and test packs for compliance with specifications and hyperscaler standards.
Non-Conformance & Continuous Improvement
- Manage NCR process end-to-end: identification, root cause analysis, corrective/preventive actions, and close-out. Drive accountability with contractors.
- Facilitate lessons learned workshops and feed improvements into future phases.
Commissioning & Handover Quality
- Oversee quality aspects of Level 1-5 commissioning. Ensure proper documentation, test records, and O&M manuals meet client’s Basis of Design and handover standards.
- Act as key interface with Client Quality Lead and Cx Agent.
Team & Stakeholder Leadership
- Manage a team of QA/QC engineers and inspectors. Mentor contractor QC teams to elevate site-wide quality culture.
- Interface with design consultants, contractors, authorities, and client stakeholders. Balance compliance with practical delivery.

Key Requirements:
- Experience: 10+ years in quality management on large-scale construction projects, with 3+ years on mission critical facilities, data centers, or semiconductor fabs preferred. Prior hyperscaler experience strongly preferred.
- Technical Knowledge: Deep understanding of MEP systems, CSA works, commissioning processes, and global standards like Uptime, TIA-942, ISO 9001, and ASHRAE. Familiarity with hyperscaler specifications a major plus.
- Leadership: Proven ability to influence without direct authority. You hold contractors accountable while maintaining collaborative relationships.
- Certifications: Degree in Engineering, Construction Management, or related field. Lead Auditor ISO 9001, CQE, or PMP preferred.
- Soft Skills: Exceptional attention to detail, data-driven mindset, strong reporting skills, and ability to communicate quality risks to executives. Fluent in English; Bahasa Malaysia or Mandarin beneficial for site coordination.
- Location: Must be based in or willing to relocate to Johor. Ability to work on site 6 days/week.
