The Role
We are currently looking for a Senior HSE Manager and you will be the country HSE lead for its data centre portfolio in Malaysia, responsible for end-to-end health, safety, and environment performance across greenfield construction, fit-outs, and live operations. Acting as the owner’s HSE authority, you will set the tone for a zero-harm culture, assure statutory and customer compliance, and partner with leadership, contractors, and clients to deliver safe, on-time, high-quality outcomes without impacting uptime.

Key Responsibilities:
Country HSE Leadership & Client Assurance
- Serve as the in-country HSE lead and strategic enabler across all construction and operational sites.
- Build, lead, and develop the local HSE team (site managers and officers) to ensure consistent standards and strong on-site execution.
- Coach and mentor the team to maintain competence, performance, and alignment with platform and customer expectations.
- Forecast resourcing against workload, schedules, and risk; close gaps via recruitment, mobilisation, or short-term augmentation with leadership and platform HSE.
- Act as the primary HSE focal point for customers, regulators, and internal assurance—fronting audits, reviews, walkthroughs, and incident notifications.
- Drive a zero-harm, zero-incident culture through visible leadership and stakeholder influence.
- Ensure compliance with local regulations, platform HSE standards, and customer-specific EHS requirements.
Construction, Fit-Out & Contractor Management
- Provide hands-on HSE leadership for greenfield builds and multi-floor, multi-trade fit-outs.
- Manage contractor and subcontractor HSE performance to deliver safe, coordinated execution.
- Review and enforce Safe Work Procedures, risk assessments, and method statements—especially for high-risk activities (energisation, lifting, work at height, confined space, hot works).
- Implement robust governance: PTW, LOTO, SIMOPS, and interface controls between construction and live operations.
Operational HSE & Business Continuity
- Partner with Engineering and Operations to embed safety into design, construction, commissioning, and live operations—protecting availability and uptime.
- Support safe construction-to-operations transitions through readiness reviews, handover assurance, and residual risk management.
- Oversee on-site security (including outsourced vendors), incident management, and alignment with customer and industry best practices.
Risk, Incident & Performance Management
- Lead country-level risk assessments (HIRA/HRA) and ensure effective controls are implemented and maintained.
- Lead incident investigations with robust root-cause analysis and drive timely corrective and preventive actions.
- Analyse HSE data and trends; proactively address emerging risks with targeted improvement initiatives.
Audits, Certifications & Compliance
- Lead preparation for ISO 45001 (and related) certification: internal audits and external certification audits.
- Coordinate and front customer, regulatory, and third-party audits; ensure strong governance and timely closure of findings.
- Conduct planned and ad-hoc HSE audits across sites and report outcomes to management.
Training, Culture & Continuous Improvement
- Develop and deliver role-based HSE training for employees and contractors; ensure 100% compliance and competency assurance.
- Drive safety culture initiatives—behaviour-based safety, the 5-Point PPE standard, contractor engagement forums, and recognition programs.
- Maintain accurate HSE documentation and records to meet internal, regulatory, customer, and platform audit requirements.
- Provide regular performance reports to country leadership and platform HSE, highlighting trends, risks, and mitigations.
- Benchmark against customer and industry best practice and lead initiatives to lift safety maturity.

Key Requirements:
- Diploma or bachelor’s degree in engineering (or equivalent); professional HSE/fire safety/safety management qualifications are a strong advantage.
- 12–15 years of progressive HSE experience, ideally in construction (including MEP) and operational environments.
- Strong working knowledge of HSE management systems (ISO 14001 & ISO 45001), environmental management, incident command, investigation methods, auditing, and training.
- Sound understanding of local HSE and security regulations, codes, and statutory requirements.
- Demonstrated ability to influence and manage stakeholders across all levels, internally and externally.
- Clear, concise communicator with strong reporting and presentation skills (Word, Excel, PowerPoint).
