We are working with a leading engineering and project delivery firm providing end-to-end design, advisory, construction and facility management solutions for complex technical and commercial building projects across Asia, including data centres, laboratories, clean rooms and other specialised facilities in their search for a M&E Quantity Surveyors.
Key Responsibilities:
- Prepare detailed Bills of Quantities (BOQs), cost estimates and cost plans for M&E scope (including HVAC, electrical, plumbing, fire protection, ELV/BMS systems) for tendering and contract negotiation stages.
- Support tender strategy development, contractor pre-qualification, bid evaluation and recommendation of preferred bidders.
- Conduct cost analysis and benchmarking to identify cost-saving opportunities and value engineering proposals without compromising quality or performance.
- Provide commercial advice on contract administration, variations, claims, risk allocation and cost control throughout project execution.
- Review and assess contractor payment applications, interim valuations, final accounts, and collateral warranties for accuracy and compliance with contract terms.
- Track and report on project cost status, forecasted expenditure, commitments and overall budget performance.
- Collaborate with project managers and design teams to manage change control and update cost implications in real time.
- Assist in dispute resolution and contractual negotiations where required.
- Mentor and develop junior QS team members through training, coaching and review of deliverables.
Key Qualifications:
- Degree/Diploma in Quantity Surveying, Construction Management or relevant discipline.
- Minimum of 8–12 years’ post-qualification experience in quantity surveying with a strong focus on M&E / building services in complex technical environments.
- Proven experience with cost planning, BOQ preparation, contract administration, commercial management and cost control for medium to large-scale M&E projects.
- Knowledge of Singapore construction contracts (e.g., SIA/Architect’s conditions; FIDIC/NEC an advantage) and commercial best practices.
- Strong understanding of M&E systems, construction methodologies and associated measurement rules.
- Excellent analytical, negotiation, communication and stakeholder engagement skills.
- Proficiency in cost estimating software and MS Office suite; competency in BIM cost integration a plus.
