We are representing a prestigious and iconic retail destination located in the central area. As part of their continued focus on operational excellence and long-term asset value, they are seeking a strategic and experienced leader to join their Property & Facilities team.


Key Responsibilities:
- Lead Asset Enhancement Initiatives (AEI): Oversee AEI projects from feasibility studies through to planning and execution, ensuring alignment with mall design standards and compliance with local codes. Prepare scopes of work and preliminary cost estimates.
- Project Management & Coordination: Liaise with relevant authorities, consultants, and contractors to ensure timely and successful project delivery.
- Operational Strategy: Develop and implement engineering strategies to enhance the efficiency and effectiveness of mall operations.
- Cost & Energy Optimization: Identify and implement cost-saving and energy-efficient measures. Manage term contract renewals and procurement processes to drive cost synergies.
- Budgeting & Planning: Develop short and long-term capital plans (CAPEX) and prepare operational and capital expenditure budgets (OPEX/CAPEX).
- Vendor & Contractor Performance: Establish performance benchmarks for key service providers. Conduct regular audits to ensure service standards and contractual compliance.
- Incident Management & Process Improvement: Respond to incidents promptly, streamline operational workflows, and monitor activities to maintain smooth building operations.
- Technical & Leasing Support: Review and update base building specifications. Support leasing activities by providing M&E specifications for new and reconfigured units.
- Policy & SOP Management: Review and update standard operating procedures (SOPs) to align with current operational needs and best practices.

Key Requirements:
- At least 10 years of experience leading building operations teams, preferably within retail mall environments or large property portfolios.
- In-depth understanding of regulatory codes, authority submission processes, and local compliance requirements.
- Strong facilities management and M&E expertise, including hands-on experience in building works and maintenance submissions.
- Proven leadership skills with the ability to manage diverse teams and communicate effectively across all levels.
- Highly proactive with strong strategic thinking, decision-making, and stakeholder engagement abilities.
- Excellent written and verbal communication skills, with a strong network across both public and private sectors.
- Proficient in Microsoft Office applications.
- Possession of relevant certifications such as SCEM, GMFM, or FSM will be an advantage.
