We are representing a fast-growing builder and construction company in Singapore, undertaking multiple large-scale projects across residential, commercial, and infrastructure sectors. With an aggressive expansion plan and a rapidly growing workforce, the team is strengthening its HR team to support its people, projects, and long-term growth.

We are looking for a hands-on, resilient, and people-savvy Assistant HR Manager who thrives in a fast-paced, operational environment and has deep experience managing blue-collar workforce matters in the construction industry.

This is a critical operational HR role that sits at the heart of the business. You will be responsible for end-to-end HR operations, with a strong focus on blue-collar recruitment, work pass administration, payroll management, employee relations, and legal compliance.

You will work closely with site teams, operations managers, external authorities, and legal advisors to ensure our workforce is compliant, productive, and well-managed — while helping the company scale responsibly and sustainably.

Key Responsibilities
1. Recruitment & Workforce Planning (Blue-Collar Focus)
 - Manage end-to-end recruitment for blue-collar workers, including sourcing, interviews, onboarding, and deployment to sites.
- Coordinate bulk hiring drives, liaise with overseas agents, and manage local recruitment channels.
- Work closely with project and site managers to forecast manpower needs and ensure timely fulfilment.
- Ensure recruitment practices comply with MOM and industry regulations.

2. Work Pass & Regulatory Administration
- Handle the full spectrum of work pass matters including Work Permits, S Passes, and related applications, renewals, cancellations, and appeals.
- Liaise with MOM, ICA, dormitory operators, and relevant authorities.
- Maintain accurate employee records and ensure compliance with quotas, levies, medicals, and insurance requirements.
- Stay updated on changes to labour laws and foreign manpower policies.

3. Payroll & HR Operations
- Oversee monthly payroll processing for both local and foreign workers, ensuring accuracy and timeliness.
- Manage overtime calculations, allowances, deductions, and statutory contributions.
- Administer employee benefits, leave management, and attendance systems.
- Ensure proper documentation and audit readiness at all times.

4. Employee Relations & Conflict Resolution
- Serve as a key point of contact for employee grievances, disputes, and disciplinary matters.
- Handle conflict resolution sensitively and firmly, balancing employee welfare with company interests.
- Support investigations, misconduct cases, and termination processes in accordance with labour laws.
- Foster clear communication between management and site workers.

5. Legal & Compliance Support
- Work closely with external legal counsel and internal stakeholders on employment-related legal matters.
- Assist in managing claims, disputes, MOM cases, and industrial relations issues.
- Ensure HR policies, contracts, and disciplinary processes are legally compliant and consistently applied.
- Support audits, inspections, and compliance checks by authorities.

6. HR Process Improvement & Team Support
- Improve HR processes, systems, and documentation to support a growing workforce.
- Contribute to the development and enforcement of HR policies and SOPs.

Key Requirements & Experience
- Diploma or Bachelor’s degree in Human Resources, Business Administration, or a related discipline.
- Minimum 5–8 years of relevant HR experience, preferably within the construction or building industry.
- Strong hands-on experience managing blue-collar workforce, including foreign workers.
- Proven expertise in work pass applications, MOM regulations, and payroll operations.
- Experience handling employee relations issues, disciplinary cases, and employment-related legal matters.
- Familiarity with Singapore employment laws and construction industry compliance requirements.
- Strong organisational skills, attention to detail, and ability to manage multiple priorities.
- Confident communicator able to engage site staff, management, authorities, and external partners.
