We are currently representing a well-known real estate REIT in seeking a contracts and procurement manager to drive procurement strategies and implementation for the organization. Responsibilities
  • To build market intelligence capabilities by analysing market and delivery trends.
  • To assist Manager in updating of procurement strategies based on changing market conditions.
  • To assist Manager to implement best practices in procurement and vendor management to support operational objectives.
  • To achieve long term savings, example amalgamation of hard and soft service contracts. 
  • Monitoring and tracking of contract expiry dates to ensure that Tender or RFP/RFQs are called in a timely manner within stipulated time frame. 
  • To ensure procurement guideline and selection criteria are adhered for awarding of contracts such as Price/Quality scoring method. 
  • Liaise with key stakeholders to prepare for recommendations of awards and to obtain necessary approvals.
  • To assist Manager for contracts & procurement management to improve efficiency and productivity.  
  • To understand the financial regulation in detail adhering to internal standards, control, policies and procedures for procurement procedures.                                                                
  • To negotiate the terms and conditions for award of contracts
  • To assist Manager in annual budget preparation in a timely manner for assigned stabilized listing and ensure that justification is included in the submission. 
  • To work hand in hand with the property management team.
  • To conduct monthly governance meeting with contractors, performing performance review and ensuring contractual obligations are met.
  • To assist on variations orders, addition/omission, extension of time for Contracts. 
  • To ensure the closure of final accounts and outstanding invoices issues due to contract expiry as and when necessary.
  • To assist in the management of legal/audit issues on contract administration.
  • Provide guidance and mentoring to junior staff as and when necessary.
 Job Specification
  • Diploma / Degree in Quantity Surveying; Contracts Management; Building Management; Supply Chain Management or Equivalent.
  • Procurement & Sourcing, Vendor Management, Contract Management, Contract Negotiation, Price Negotiation.
  • Preferably 5 to 8 years of relevant experience.
  • Experience in Procurement IT System set up would be advantageous.
