We are representing a renowned Project Management and Quantity Surveying consulting which is working on the development and construction of a new high-tech semiconductor facility based in Singapore. The end client is at the forefront of innovation, delivering state-of-the-art solutions to meet the growing demands of the semiconductor industry. Currently, we are seeking a skilled Procurement Manager to oversee procurement activities for a new-built semiconductor facility project.

As a Procurement Manager, you will be responsible for managing all aspects of procurement for the new-built semiconductor facility project. You will work closely with internal stakeholders, contractors, and suppliers to ensure that materials and services are procured in a timely and cost-effective manner while adhering to project specifications and quality standards. This role offers an exciting opportunity to contribute to the success of a groundbreaking project in the semiconductor, high-tech and data centre industry.


Key Responsibilities:
Procurement Strategy Development:
- Develop and implement procurement strategies aligned with project objectives, budget, and schedule.
- Conduct market research and supplier evaluations to identify potential vendors and subcontractors.
- Collaborate with project management team to define procurement requirements and specifications.

Tender Management:
- Manage the tender process from solicitation to contract award, ensuring compliance with company policies and procedures.
- Prepare tender documents, including requests for proposals (RFPs), invitations to tender (ITTs), and bid evaluation criteria.
- Evaluate vendor proposals and negotiate contracts to achieve favorable terms and pricing.

Supplier Relationship Management:
- Cultivate and maintain strong relationships with suppliers, subcontractors, and vendors.
- Monitor supplier performance and address any issues or concerns in a timely manner.
- Collaborate with suppliers to identify opportunities for cost savings and process improvements.

Quantity Surveying:
- Conduct quantity surveying activities to accurately estimate material quantities and costs for project components.
- Prepare and review bills of quantities (BOQs) and cost estimates for procurement purposes.
- Monitor project costs and budgets, identifying variances and implementing corrective actions as needed.

Contract Management:
- Draft and negotiate contracts with suppliers and subcontractors, ensuring terms and conditions are favorable and legally sound.
- Monitor contract compliance and enforce contractual obligations.
- Manage change orders, claims, and disputes in collaboration with project management team.

Key Qualifications:
- Bachelor's degree in Engineering, Quantity Surveying, Supply Chain Management, or related field.
- Proven experience in procurement, tender management, and quantity surveying, preferably within the semiconductor or construction industry.
- Strong understanding of procurement principles, contract law, and best practices.
- Excellent negotiation, communication, and interpersonal skills.
- Proficiency in procurement software and Microsoft Office suite.
- Relevant certifications (e.g., CIPS, RICS) are a plus.
- Ability to work effectively in a fast-paced, deadline-driven environment.
- Strong analytical and problem-solving skills.
- Attention to detail and accuracy in procurement documentation and cost estimates.
- Willingness to travel to project sites and supplier locations as required.
- Ability to work collaboratively with cross-functional teams and stakeholders.
